did Genshin Impact prepared NEW Character for future patch?

Genshin impact suddenly add a new voice line in some characters that talks about Shenhe, the new character in genshin impact. Some leaks said Shenhe will be in the new banner in 2.4 update, but of course this is not confirmed, since we just get 2.2 , but hey let's wait for it! but first we will likely to have Itto in Genshin 2.3 update.
